Best Proposal Software for Small Teams: Documents, Web Proposals or CRM Quotes?


The best proposal software is the one that removes your actual bottleneck: assembling a scoped document, presenting an interactive offer, controlling a team’s pricing, or sending a quote from the CRM. Those are different jobs. Buying the longest feature list can simply create another system to maintain.

Shortlist PandaDoc for proposal documents and agreement workflows, Qwilr for link-based interactive proposals, Proposify for a reusable proposal workflow, and Better Proposals for a smaller service business. HubSpot belongs on the list when CRM-connected quoting is the requirement—not as an automatic replacement for a narrative proposal tool.

Proposal software is not just e-signature or contract management

A proposal explains the problem, scope, deliverables, timeline and investment. A quote may be mostly line items and commercial terms. An e-signature tool completes the acceptance step. Contract lifecycle management adds negotiation, obligations, renewals and a contract repository.

These tools overlap, but their primary jobs differ. If your problem begins after agreement, use our contract management software guide. Do you need a proposal builder at all? If an approved PDF already exists, evaluate SignNow for collecting signatures on that document. PandaDoc: proposals that stay close to document workflows

PandaDoc’s current plan table positions Business for sales proposals and integrated agreements. At $49 per seat per month billed annually, it includes custom quotes, CRM integrations, branding, content library and approval workflows. Some integrations/features have additional conditions. Starter’s annual price is $19/month, but it is not the same workflow tier.

Editorial fit: Shortlist Business if your team repeatedly assembles proposals from approved sections and needs an approval step before sending. This is a workflow recommendation, not a claim about faster editing.

Do not buy on “unlimited” assumptions. The pricing FAQ describes document limits and overages: Starter Annual extra documents are listed at $2 each, with different rates for monthly plans. Confirm the allowance for your account, and budget API/automated usage separately if relevant. If you send only a few static PDFs, a cheaper signature-only route may be sufficient.

Qwilr: sell through a shareable web proposal

Qwilr’s pricing page describes interactive proposals. Starter is $35/user/month annually, including e-sign, analytics, payments and HubSpot, Zoho and Pipedrive integrations. Growth starts at $55/user/month with a five-user minimum; Scale starts at $75 with ten users and lists Salesforce integration. API usage can cost extra.

Editorial fit: Include Qwilr when the buyer should explore an offer through a link instead of downloading a static document. In a trial, check the experience on mobile and test the exact pricing choices your customers need.

Avoid choosing a plan from its per-user headline alone. Growth’s five-seat minimum means a $275/month equivalent before other costs, not $55 for a solo consultant. If your procurement buyer insists on a particular offline format, verify the exported result before committing. Engagement analytics are a follow-up signal, not evidence of purchase intent.

Proposify: repeatable content with a separate integration tier

Proposify’s plan table lists Basic at $19/user/month annually or $29 monthly, with an editor, signatures, tracking and content library. Team adds integrations/automations, metrics, variables and pricing catalog; its displayed annual rate is $41/user/month. The vendor offers a 14-day trial without a credit card.

Editorial fit: Consider it when proposal assembly is already repeatable and you want a clearer content workflow. Reusing approved sections can make consistency easier; it does not guarantee accurate scope or pricing.

Avoid Basic if CRM integration is essential. Ask which integration, sync direction and fields your intended tier supports. Run a proposal through your actual approval chain, and confirm the client-facing output before migrating the whole library. A designer’s attractive template is not a substitute for a correct statement of work.

Better Proposals: a service-business shortlist, with limits checked

Better Proposals’ pricing page displays Starter at $13/user/month and Premium at $21, with monthly/annual selectors. Starter lists signatures, interactive pricing tables, payment integrations, content library and notifications/analytics. Premium adds CRM integrations and API/Zapier. A 14-day trial is offered without a credit card; verify the selected billing term and sending allowance before paying.

Editorial fit: A sensible shortlist for a smaller agency or consultant needing a reusable offer, signature and payment step without a broader sales platform.

Do not choose it just because the entry number is low. Test a proposal with optional services, one revision and a deposit. Confirm that your monthly sending volume and required CRM connection fit the chosen tier. If selling is already part of a wider clientflow, compare the overlap with HoneyBook, Dubsado and Bonsai before adding another subscription.

HubSpot: when the deal record should drive the quote

HubSpot’s current quoting documentation describes quotes generated from CRM deals, with signatures and payments. It places this capability in Revenue Hub Professional and Enterprise. The live Revenue Hub pricing page shows Professional starting at $85/month/seat, alongside term-specific and bundle offers. Its comparison lists 25 signatures per user per account per month on Professional and 50 on Enterprise; increased limits can be purchased.

Editorial fit: Consider HubSpot if the quote must follow CRM deal context and your team already wants that platform. It is not an economical default for a consultant who only needs polished narrative proposals. Do not assume an old free/Starter quote entitlement applies to the current product or your existing account.

Use a real proposal as the trial test

Take a redacted past proposal and test the complete cycle, not a template gallery:

  1. Build: assemble scope, deliverables, assumptions, exclusions and pricing. Keep confidential client data out of a trial until its handling is approved.
  2. Approve: change a price and a legal clause. Check who can authorize the change and whether the process records it.
  3. Send: open the offer on mobile and desktop as a buyer, not as the account administrator.
  4. Revise: change one deliverable after sending. Confirm which version the buyer can accept and how the old offer is treated.
  5. Accept: verify signer identity, completed-document export and payment behavior using a permitted test workflow.
  6. Handover: move accepted scope into project delivery. Check data ownership, cancellation export and access for former team members.

AI can assist with phrasing, but a human must own pricing, commitments, exclusions and legal review. Do not let generated copy silently expand the scope. Budget for the team and volume you actually have

Calculate annual subscription commitment + extra documents + integration/API costs + payment processing + migration effort. For three senders, a $49/seat/month annual rate is $147/month equivalent or $1,764/year before extras. That arithmetic does not establish savings; compare it with your current time and error costs.

A solo consultant and a ten-person sales team should not make the same choice. For the latter, approval controls and CRM sync may justify a higher tier. For the former, a reusable document and a signature tool may be enough. Check the broader CRM buying decision rather than treating proposal software as a replacement for pipeline management.

Our recommendation

Choose a format first: document, interactive web proposal, or CRM quote. Then test the shortest shortlist with one redacted proposal, one revision and one acceptance. Eliminate any option whose integration tier, user minimum, allowance or export path breaks your real process.

PandaDoc and Proposify belong in a document/workflow trial; Qwilr in a web-proposal trial; Better Proposals in a smaller service-business trial. HubSpot belongs when CRM-connected quoting is the genuine requirement. None is an automatic winner, and an affiliate relationship is not a reason to migrate a working process.
